[Bug] Caliga Telegram Coyote

Summary of the Issue

A coyote temporarily replaced the telegram officer NPC in Sequoia State Medical. The coyote had no AI reactions and was replaced by the correct NPC upon re-entering the area.

Steps to Reproduce

1. Visited Sequoia State Medical and approached the telegram officer’s location.
2. Observed a coyote in place of the telegram officer NPC.
3. Left the building, ran to the barn, and returned. The coyote was replaced by the actual telegram officer NPC.

What Should Have Happened?

The correct telegram officer NPC should have spawned without substitutions.

What Actually Happened?

A coyote replaced the telegram officer NPC temporarily, and NPCs occasionally spawned floating due to nearby objects like plant pots and chairs.

January 22, 2025, between 1:30 PM and 2:15 PM EST.
